I am directed by the Board of Trade to state for the information of the Secretary of State that they have received a claim from Mr. P.M. Fraser for the payment of a subsistence allowance.
I am to explain that Mr. Fraser alleges that he was engaged in Hong Kong by Captain Castle, Deputy Quartermaster Chief Ordnance Department, Hong Kong, representing the Colonial Government, and that he was sent to England by sanction of the Governor, Sir Patrick May, his passage to this country being paid by the Colonial Government on the 17th December, 1915. On arrival in this country, in accordance with his instructions, Mr. Fraser reported to the War Office, and was referred to this Department. He wes finally placed in employment with Messrs. Vickers, Limited, at Barrow through the medium of the Aldwych Labour Exchange.
Mr. Fraser further states that he volunteered as a
munition worker in accordance with an advertisement which appeared in the "China Times", Hong Kong, and that the
